The Virginia Legislative Black Caucus has announced its executive leadership team for the 2026-28 term, naming Del. Luke Torian as chair.

Also elected to the caucus’ executive committee are Sen. Angelia Williams Graves as vice chair, Del. Destiny LeVere Bolling as treasurer, Del. Michael Jones as secretary and Del. Bonita Anthony as chaplain. 

The caucus also welcomed five new members, bringing its total membership to 37 legislators, the largest in the group’s history. 

In addition to selecting new leadership, the caucus announced the hiring of Tyee Davenport Mallory as its new executive director. Caucus officials said Mallory brings experience in policy, advocacy and organizational leadership and will work to advance the caucus’ legislative priorities and community engagement across the state. 

“I am grateful to my colleagues for the trust they have placed in this leadership team; it is an honor to serve this caucus and the communities it represents,” Torian said. “This moment reflects both the progress made and the responsibility ahead. The Virginia Legislative Black Caucus is united and resolved to expand access to quality education, improve health outcomes, strengthen economic opportunity and safeguard fundamental rights for all Virginians.” 

The Virginia Legislative Black Caucus is composed of Black members of the Virginia General Assembly and focuses on legislation affecting economic, educational, political and social issues impacting African Americans and other underrepresented communities across the Commonwealth.
