The Virginia Chamber of Commerce has announced the addition of two new members to its team: Carter T. Whitelow and Sarah Muse. Whitelow has joined as vice president of government relations and Muse is the new director of marketing and brand management.

“Carter’s deep knowledge of Virginia’s legislative landscape and proven advocacy experience will strengthen our government affairs efforts, while Sarah’s innovative approach to branding and stakeholder engagement will help us more effectively connect with the business community across the commonwealth,” said Virginia Chamber President and CEO Cathie J. Vick.

Whitelow brings extensive experience in government relations and public affairs. Most recently, he served as government relations director at Commonwealth Strategy Group in Richmond.

Previously, he held various government relations roles at Williams Mullen, a law firm and lobbying organization. He holds a bachelor’s degree from Virginia Commonwealth University and earned an MBA from the University of Virginia’s Darden School of Business.

Muse joins the chamber from Transurban, where she played a key role in marketing and communications efforts since 2021. As director of marketing and brand management, she will lead efforts to elevate the chamber’s brand and expand its outreach to businesses and stakeholders. Muse earned a bachelor’s degree from Virginia Commonwealth University and is currently pursuing an MBA at William & Mary’s Raymond A. Mason School of Business.
