1/8/2026, 6 p.m.
The City of Richmond has hired Trinija Martin to direct its human resources department, citing her experience in both corporate and municipal HR leadership.
Martin brings more than 20 years of human resources experience to the role, including work with Fortune 500 companies, municipal governments and county administrations. She will oversee the city’s workforce operations, including recruitment, hiring, training, compensation, performance management and legal compliance.
“Continuously improving service delivery; overseeing the entire employee lifecycle from recruitment, hiring and onboarding to training, compensation and performance management; and legal compliance begins and ends with our employees,” said Chief Administrative Officer Odie Donald. “[Her] record illuminates her passion for people and dedication to the communities she’s served.”
Martin is a military veteran and executive HR leader whose career includes roles with E-Trade Financial as well as local governments. Most recently, she served as deputy director of human resources for the government of Wake County, North Carolina’s largest county. She was previously human resources director for the city of Waycross, Georgia, overseeing municipal HR operations and workforce transformation initiatives.
“I believe deeply in the preeminence of character,” Martin said. “Titles are rented, but character is owned. I am honored to serve the City of Richmond and look forward to partnering with leadership and employees to build a strong, equitable and high-performing organization grounded in trust, accountability and service to our community.”
Martin is scheduled to begin her role with the city on Monday.
