CITYSCAPE-Slices of life and scenes in Richmond-Last Saturday, curious Richmond area residents got a look inside the long-abandoned 1882 city building. Joseph Costello, president of Friends of Pump House, spent much of the day offering tours of the building the organization hopes to restore with help from a cadre of volunteers and donors.
