of rebuilding a majority. A Portsmouth attorney, Delegate Scott stands at the Virginia State Capitol’s Civil Rights Monument that honors the late attorneys Oliver W. Hill Sr. and Spottswood W. Robinson, who were law partners and are greatly admired by Delegate Scott.
