Former school site transformed into new housing-Richmond city leaders and residents gathered Oct. 30 in the city’s Oak Grove neighborhood to celebrate the opening of Noon Ingram, a 243-unit limited income housing development built on the former site of Oak Grove Elementary School. The new community offers one-, two-, and three-bedroom apartments for families earning between $35,000 and $80,000 a year, with amenities that include a swimming pool, fitness centers, outdoor recreation areas and a dog park.
