The waters of the James River rage through Richmond on Monday, fueled by fives days of heavy rain last week. During the weekend, the river crested 3 feet above the 8-foot flood stage in Downtown before returning to its banks this week. The Richmond area got soaked, with nearly 8.5 inches of rain between May 15 and May 19, according to the National Weather Service. The heaviest rain hit Friday, May 18, when 3.86 inches fell — a record for that day. The downpour created flash floods that trapped some motorists, toppled trees and temporarily cut off power to thousands of homes and businesses. That downpour followed the 2.67 inches that fell May 17, also a daily record. Ahead, more rain is predicted for the holiday. The forecast calls for sunshine Friday, May 25, with cloudy skies moving in for the weekend. A chance of thunderstorms is expected Saturday, May 26, with cloudy skies Sunday, May 27, and continued cloudy skies and a chance of light rain on Memorial Day, Monday, May 28. Highs are forecast to be the 80s Saturday and Sunday, dipping into the upper 70s on the holiday.

A pop of color // A field of colorful printed poppies decorates the front steps of the Virginia Museum of History and Culture. Location: 428 N. Boulevard. The red flowers, known as remembrance poppies, are designed to call attention to the World War I America exhibition on display at the museum through July 29. Poppies have long been a memorial symbol for those who died in that war. Described as the largest traveling exhibition of its kind, the display includes items ranging from President Woodrow Wilson’s hat and cane to escape artist Harry Houdini’s handcuffs along with photos, helmets, gas masks and other items. The Richmond museum is the only East Coast venue hosting the exhibition this year. The museum plans to keep the poppy field, printed on “brick vinyl” material, on its steps until Nov. 11, 2018, when the nation and the world will mark the 100th anniversary of the conflict’s end.

Cosby, 90, the longest-serving Henrico County employee, breaks into applause when he is surprised Monday with the county naming of a street in his honor. The new street, Elvin Cosby Way, is located within the Henrico County Government Center off Parham Road and connects Prince Henry and Dison Powers drives. Mr. Cosby, who still serves as a maintenance supervisor for the Henrico Department of Public Works, was first hired by the county 72 years ago on April 23, 1946. In 2015, the county established the Elvin R. Cosby Award to recognize longtime employees for outstanding contributions and service. Next month, Mr. Cosby is to be recognized with the Judith M. Mueller Local Government Service Award from the American Public Works Association for his continuous service to the county.

Development underway in Church Hill // The $30 million Church Hill North complex, which includes a new supermarket, continues to take shape at the intersection of Fairmount Avenue, 24th and 25th streets, and Nine Mile Road in Church Hill. Richmond area business and philanthropic leaders Steve and Kathy Markel are undertaking the development, which also is to include 54 apartments, a Virginia Commonwealth University health and wellness center and J. Sargeant Reynolds’ new culinary institute for training restaurant chefs and a restaurant. Much of the focus is on the new grocery store, which will be opening in the coming months. The store’s arrival could ease the anxiety of area residents who are facing the loss of another principle food store, a Farm Fresh-owned supermarket at 2320 E. Main St., now set to close May 14.   While the new development has been welcomed, there also has been criticism from advocates for black-owned businesses. According to Earl Bradley, a developer and business consultant, the Markels have failed to ensure that African-American-owned contractors participated in the project. The Markels have yet to make public any information on whether the development has created any employment opportunities for people who live near the store, a section of Richmond in which joblessness runs at least three times higher than the city as a whole.

Cityscape // This notice in the 1700 block of Colorado Avenue in the West End signals that construction may soon be finished on GRTC’s new bus rapid-transit system called “Pulse.” GRTC promised to overhaul regular bus routes and bus stops when Pulse starts operations, and the new signs posted around the area indicate GRTC is preparing for the end of construction and the start of service changes. The completion of Pulse would be good news for businesses that have lost customers along the Pulse route because of the construction work and commuters weary of the traffic disruption the $64 million project has created, particularly along Broad Street. In a statement to the Free Press on Monday, GRTC spokeswoman Carrie Rose Pace stated that “construction activities continue for the GRTC Pulse project,” noting that June 30 remains the fixed completion date under the contract with Lane Construction Co. “The project team continues to push to get the work completed as early as possible and will announce a service launch date” when that is known, she stated, adding that Pulse service is projected to begin this summer following testing and approval. Next week, Pulse stations at 10 locations are scheduled to get finishing touches, including installation of cedar ceilings inside stations and pedestrian curb cuts to make it easier for people in wheelchairs to reach the stations.  No additional work is scheduled on stations at four locations for the week beginning Sunday, April 8, according to GRTC. Those stations are located on Broad Street at Willow Lawn Drive, Staples Mill Road, Cleveland Street and the Science Museum of Virginia.
