The U.S. flag flies once again over the city of Richmond on April 3, 1865, proclaiming Union victory over Confederate forces in the city and liberation for thousands of enslaved men, women and children. It also signals that the Civil War, which ravaged the nation for four long years, would soon come to an end. In celebration of the 150th anniversary of the liberation of Richmond and its people from the bonds of slavery, the Free Press is publishing a three-part series providing an overview of the African-American experience in the war and in Richmond and vicinity during this momentous time. Carver Elementary School Principal Kiwana S. Yates, right, is all smiles as she is celebrated during a school assembly Wednesday for winning a 2015 R.E.B. Award for Distinguished Educational Leadership. She was one of four Richmond area principals to be honored by the R.E.B. Foundation in partnership with The Community Foundation. Mrs. Yates was joined by her husband, Darnell Yates, and her mother, Patricia Evans-Branch, at the assembly, where she was presented with a check for $15,000. Half of that is for her personal use. The other $7,500 will be used for educational field trips, she said. “I was very excited and surprised,” Mrs. Yates told the Free Press of the ceremony. “The fact that the staff and students were able to pull off such a wonderful event was priceless. This made my heart melt.”

Judge Joi Jeter Taylor beams happily after being sworn in to the Richmond Circuit Court. Family, friends, judicial colleagues, members of the legal community and area elected officials were on hand March 12 for her investiture ceremony at the John Marshall Courts Building in Downtown. Judge Taylor actually joined the court Dec. 1 after serving nearly 17 years as a Richmond General District Court judge. The General Assembly elected her in late September to succeed Richmond Circuit Court Judge Margaret P. Spencer, who retired from the bench last summer. A Howard University Law School graduate, Judge Taylor served 15 years as an assistant attorney general before she went on the bench in 1998.

Neither has received an apology for their ordeals, which appear to be relatively rare in a city where officers respond daily to dozens of calls. Still, their stories suggest that things can go dismayingly wrong even when police and prosecutors believe they are going by the book.
