This map shows the 80 block section of Downtown to be included in a proposed Tax Increment Financing, or TIF, District. Increased earnings from real estate taxes within the district would be used to pay off $350 million in borrowing for a new Coliseum and other public projects, including elevating the portion of Leigh Street around the Coliseum and reopening 6th Street to traffic. The proposed boundaries for the TIF district are the Downtown Expressway, 1st Street, 10th Street and Interstate 64/95. Projections are for the area to generate $1.1 billion in additional real estate taxes, as well as $600 million in increased sales, lodging and other city taxes, over 30 years. The TIF district is eight times larger than originally proposed. The blue-color blocks represent sites where the new Coliseum, a new convention hotel, restaurants, office buildings and about 3,000 apartments would be erected.

Monroe Park is once again open to the public following the biggest facelift in its 167-year history as a public green space. The centerpiece of the park is the Checkers House, which has been remodeled to provide room for a coffee shop, modern restrooms and space for city and Virginia Commonwealth University police officers. The nearly 8-acre space was Richmond’s first public park when the city acquired the land in 1851. The reopening will allow churches and other groups to resume serving meals to the homeless on weekends. Mayor Levar M. Stoney, center, is flanked by City Council members Kim Gray, center left, and Ellen Robertson as he leads the official groundbreaking Tuesday for a $34 million apartment complex going up on the former site of St. Joseph’s Catholic Church at 1st and Jackson Streets in Jackson Ward. The bell in the background is the last remnant of the long demolished church that at one time was the first Catholic church in the country built for a black congregation. When completed, the complex is to include 154 units, with 72 to be set aside for current residents of Fay Towers, which is being vacated. Also taking part are representatives of the development partners the Richmond Redevelopment and Housing Authority and the Community Preservation and Development Corp., as well as those of other participating public agencies and private companies.

Richmond’s 24-year-old floodwall seeks to guard low-lying areas of the city when the James River is at flood stage. This is a view of the 2,000-foot wall on South Side looking north toward Downtown. But as Richmond has learned, the floodwall can create flooding behind it when heavy rainfall dousing the city is unable to escape into the river, which happened during Tropical Storm Gaston in 2004.
