It’s official: J.E. Lincoln Saunders is now the chief administrative officer or No. 2 official at City Hall after Mayor Levar M. Stoney. Mr. Saunders, holding his year-old daughter, Story Hall-Saunders, and accompanied by his wife, Ashley Hall, is sworn in Tuesday by City Clerk Candice D. Reid, after City Council unanimously consented to the appointment by Mayor Stoney, holding the microphone. Mr. Saunders had been the acting CAO for nearly 11 months after his predecessor, Lenora Reid, suffered a stroke last year. In late August, Mayor Stoney announced Mr. Saunders as his choice to permanently fill the role after Ms. Reid formally retired. Mr. Saunders is to be paid nearly $200,000 a year. He has received mostly high marks since taking on the top administrative post that is essentially equivalent to city manager. He is the mayor’s most trusted confidante, having served as the mayor’s chief of staff during Mayor Stoney’s first four-year term.

The monument was designed by Thomas Jay Warren of Oregon and shows a man, woman and child newly emancipated from enslavement. The man’s back is lined with scars from whipping and the woman is holding aloft a copy of the Emancipation Proclamation. The base contains the names and brief descriptions of 10 Virginians who contributed to the fight for freedom and equality before and after emancipation. They are slave rebellion leaders Gabriel and Nat Turner; Dred Scott, whose unsuccessful lawsuit for his freedom led to the 1857 U.S. Supreme Court decision declaring that people of African descent had no rights under the U.S. Constitution; William Harvey Carney, who fought with the Massachusetts 54th Infantry Regiment of the U.S. Colored Troops and was the first African-American to receive the Congressional Medal of Honor; and Mary Jane Richards Bowser, a spy in the Confederate White House in Richmond who provided useful information to Union officials. Also, the Rev. Wyatt Tee Walker, co-founder of the Southern Christian Leadership Conference and chief of staff to Dr. Martin Luther King Jr.; John Mercer Langston, Virginia’s first African-American representative in Congress; Lucy Simms, an teacher who advocated for universal education; John Mitchell Jr., the fiery newspaper editor of The Richmond Planet who led a boycott of Richmond’s segregated trolley system and was the first African-American to run for governor of Virginia; and Rosa Dixon Bowser, educator and women’s rights activist who founded the first African-American teachers association in Virginia and the Virginia State Federation of Colored Women’s Clubs.

Devon Henry, president and chief executive officer of the Newport News-based Team Henry Enterprises, hugs his mother, Freda Thornton, after the Lee statue came down on Wednesday. Police Chief Gerald Smith consoles the mother of one of the victims injured in gun violence April 27 at the Belt Atlantic Apartments in South Side. Sharnez Hill, 30, and her 3-month-old daughter were killed in the shooting and three others, ages 29, 15 and 11, were wounded. Chief Smith marched with scores of people attending a rally sponsored by Men in Action on May 1 calling for an end to the violence. The group marched from George Wythe High School to the apartment complex, where Chief Smith tried to comfort the mother.

Scores of people turned out Aug. 6 for the official unveiling of the mural honoring the first Black firefighters hired by the City of Richmond. The 10 trailblazers were hired July 1, 1950, and were stationed at Engine Company No. 9 at 5th and Duval streets in Jackson Ward. The commemorative mural was done by local artists Sir James Thornhill, Jason Ford and Kevin Orlosky, and is situated on the side of the Mocha Temple No. 7 Shrine building at 613 N. 2nd St. in Jackson Ward. The unveiling was the kickoff of a weekend of activities sponsored by Engine Company #9 and Associates remembering and honoring the original firefighters.

Cityscape-City Hall has not been able to remove this stone highway marker noting that a stretch of U.S. 1 in South Side, now known as Richmond Highway, was once called Jefferson Davis Highway to honor the traitorous Confederate president. Location: A grassy strip in front of the city Department of Public Utilities’ Field Operations and Maintenance Facility at Maury Street and Richmond Highway. A Richmond chapter of the United Daughters of the Confederacy placed the 4-foot-tall marker on the site in 1935. City Council voted last December to change the name of the roadway. Robert Steidel, the city’s chief operating officer, stated Tuesday that this is one of a series of markers placed by the UDC along U.S. 1 in the city and other locations. He said all are listed on the National Register of Historic Places, which complicates their removal. He stated that city staff is working with the Virginia Department of Historic Resources to come up with a plan to remove the marker. The plan will be presented first to the City Planning Commission. Meanwhile, the Virginia General Assembly, which nearly 100 years ago designated U.S. 1 as Jefferson Davis Highway, this year approved replacing the Davis name with Emancipation Highway as of Jan. 1, 2022, in localities such as Chesterfield County that have not renamed the roadway.
